ONE:George had arrived in England from his German States on the 11th of November of the preceding year, 1719, and opened Parliament on the 23rd. In his speech he laid stress on the success of his Government in promoting the evacuation of Sicily and Sardinia by Spain, in protecting Sweden, and laying the foundation of a union amongst the great Protestant Powers of Europe. He then recurred to the subject of the Bill for limiting the peerage, which had been rejected in the previous Session. George was animated by the vehement desire to curtail the prerogative of his son, and said that the Bill was necessary to secure that part of the Constitution which was most liable to abuse. Lord Cowper declared, on the other hand, that besides the reasons which had induced him to oppose the measure before, another was now added in the earnestness with which it was recommended. But Cowper was not supported with any zeal by the rest of the House, and the Bill passed on the 30th of November, and was sent down to the House of Commons on the 1st of December. There it was destined to meet with a very different reception. During the recess Walpole had endeavoured to rouse a resistance to it in both Houses. He had convened a meeting of the Opposition Whigs at Devonshire House, and called upon them to oppose the measure; but he found that some of the Whig peers were favourable to it, from the perception that it would increase the importance of their order; others declared that it would be inconsistent in them to oppose a principle which they had so strenuously maintained against a Tory Ministry��that of discountenancing the sudden creation of peers for party purposes; and others, though hostile to the Bill, declared that they should only expose themselves to defeat by resisting it. But Walpole persisted in his opposition, and declared that, if his party deserted him, he would contend against the Bill single-handed. He asserted that it would meet with strong resistance from the country gentlemen who hoped some time or other to reach the peerage��a hope which the Bill, if carried, would extinguish for ever.Hon. THREE:But Hastings had scarcely terminated these proceedings, when the new members of Council, appointed under the Regulating Act, arrived. On the 19th of October, 1774, landed the three Councillors, Clavering, Monson, and Francis; Barwell had been some time in India. The presence of the three just arrived was eminently unwelcome to Hastings. He knew that they came with no friendly disposition towards him, and that Philip Francis, in particular, was most hostile. The letter of the Court of Directors recommended unanimity of counsels, but nothing was further from the views of the new members from Europe. As they were three, and Hastings and Barwell only two, they constituted a majority, and from the first moment commenced to undo almost everything that he had done, and carried their object. They denounced, and certainly with justice, the Rohilla war; they demanded that the whole correspondence of Middleton, the agent sent to the court of Oude by Hastings, should be laid before them. Hastings refused to produce much of it, as entirely of a private and personal nature; and they asserted that this was because these letters would not bear the light, and that the whole of Hastings' connection with Sujah Dowlah was the result of mercenary motives. In this they did the Governor-General injustice, for, though he drew money sternly and by every means from the India chiefs and people, it was rather for the Company than for himself. They ordered the recall of Middleton from Oude, deaf to the protests of Hastings that this was stamping his conduct with public odium, and weakening the hands of government in the eyes of the natives. Still, Middleton was recalled, and Mr. Bristow sent in his place. Hastings wrote home in the utmost alarm both to the Directors and to Lord North, prognosticating the greatest confusion and calamity from this state of anarchy; and Sujah Dowlah, regarding the proceedings of the new members of Council as directed against himself, and seeing in astonishment the authority of Hastings apparently at an end, was so greatly terrified that he sickened and died.The General Election of 1784 secured for Pitt a prolonged tenure of power. The king, in opening the Session, could not repress the air of triumph, and congratulated the Houses on the declared sense of his people, not forgetting to designate Fox's India Bill as a most unconstitutional measure. In fact, no one was so delighted as the king. He had contemplated the victory of Fox and his friends over Pitt with actual horror. He had never liked Fox, and the violent and overbearing manner in which he had endeavoured to compel the king to dismiss his Ministers had increased his aversion into dread and repugnance. In his letters to Pitt he had said, "If these desperate and factious men succeed, my line is a clear one, to which I have fortitude to submit." Again: "Should not the Lords stand boldly forth, this Constitution must soon be changed; for if the two remaining privileges of the Crown are infringed, that of negativing the Bills which have passed both Houses of Parliament, and that of naming the Ministers to be employed, I cannot but feel, as far as regards my person, that I can be no longer of utility to this country, nor can with honour, remain in the island." In fact, George was menacing, a second time, a retreat to Hanover; a step, however, which he was not very likely to adopt. The sentiment which the words really express is his horror of the heavy yoke of the great Whig Houses. The Addresses from both Houses of Parliament expressed equal satisfaction in the change, Pitt's triumphant majority having now rejected the amendments of the Opposition.

TWO:Almost immediately on the meeting of the House of Commons, Welbore Ellis demanded whether a return had been made for Westminster, and being answered in the negative, moved that Mr. Corbett, the high bailiff, with his assessor, should attend the House; and the next day, February 2nd, Colonel Fitzpatrick presented a petition from the electors of Westminster, complaining that they were not legally and duly represented. In fact, the scrutiny had now been going on for eight months, and as not even two of the seven parishes of Westminster were yet scrutinised, it was calculated that, at this rate, the whole process would require three years, and the city would, therefore, remain as long unrepresented. The high bailiff stated that the examinations, cross-examinations, and arguments of counsel were so long, that he saw no prospect of a speedy conclusion; and Mr. Murphy, his assessor, gave evidence that each vote was tried with as much[310] form and prolixity as any cause in Westminster Hall; that counsel��and this applied to both sides��claimed a right to make five speeches on one vote; and that propositions had been put in on the part of Sir Cecil Wray to shorten the proceedings, but objected to on the part of Mr. Fox.The press played a most important part in the agitation for Reform. A host of the most witty, brilliant, and powerful writers of the day wielded their pens against monopoly with tremendous effect, assailing it with argument and ridicule, like a continual storm of shot and shell. Of these, the[334] most distinguished was the Rev. Sydney Smith, who mingled argument, sarcasm, humour, and pathos, in his ardent advocacy of the popular cause, with a power and effect that made him a host in himself. In answer to the objection that the Reform Bill was a mere theory, he furnished the most telling illustrations, from life, of the way in which the existing system kept down merit and damaged the public service. So far from Reform being a mere theoretical improvement, he said, "I put it to every man who is himself embarked in a profession, or has sons in the same situation, if the unfair influence of borough-mongers has not perpetually thwarted him in his lawful career of ambition and professional emolument? 'I have been in three general engagements at sea,' said an old sailor; 'I have twice been wounded; I commanded the boats when the French frigate Astrolabe was cut out so gallantly.' 'Then, you were made a post captain?' 'No, I was very near it, but Lieutenant Thomson cut me out as I cut out the French frigate; his father is town-clerk of the borough of which Lord F�� is member, and there my chance was finished.' In the same manner all over England, you will find great scholars rotting on curacies, brave captains starving in garrets, profound lawyers decayed and mouldering in the Inns of Court, because the parsons, warriors, and advocates of borough-mongers must be crammed to saturation before there is a morsel of bread for the man who does not sell his votes and put his country up for auction; and though this is of every-day occurrence, the borough system, we are told, is no practical evil...." Another witty and brilliant writer, Mr. Fonblanque, rendered important services to the cause of Reform by his writings in the Examiner, which have been collected under the name of "Seven Administrations." Though Radical in its tendencies, he wrote, "Ministers have far exceeded our expectations. The plan of Reform, though short of Radical Reform, tends to the utter destruction of borough-mongering, and will prepare the way for a complete improvement. The ground, limited as it is, which it is proposed to clear and open with popular influence, will suffice, as the spot desired by Archimedes, for the plant of the power which must ultimately govern the whole system. Without Reform, convulsion is inevitable. Upon any Reform further improvement is inevitably consequent, and the settlement of the Constitution on the democratic basis certain."[1] At this period the Times was by far the greatest power of the newspaper press, and its advocacy of the cause of Reform was distinguished by a vigour and boldness which rendered it obnoxious to the House of Lords, and provoked an attack on the liberty of the press that caused a great deal of excitement during the discussions on the first Reform Bill. Mr. Lawson, the printer, was arrested, but released after a reprimand.

THREE:Besides the miscellaneous poets, the dramatic ones numbered Congreve, Vanbrugh, Farquhar, Colley Cibber, Nicholas Rowe��already mentioned��Savage, Lansdowne, Ambrose Philips, and others. In many of the plays of these authors there is great talent, wit, and humour, but mingled with equal grossness. Congreve's dramas are principally "The Old Bachelor," "The Incognita," "The Double Dealer," "The Way of the World," comedies, and "The Mourning Bride," a tragedy. Vanbrugh, the celebrated architect, produced "The Relapse," "The Provoked Wife," "The Confederacy," "The Journey to London," and several other comedies. Farquhar's principal plays are "The Beaux's Stratagem," "Love and a Bottle," and "The Constant Couple." Savage was the author of the tragedy of "Sir Thomas Overbury;" Nicholas Rowe, of five or six tragedies and one comedy, the most popular of which are "The Fair Penitent" and "Jane Shore." Rowe also translated Lucan's "Pharsalia." As for Colley Cibber, he was a mere playwright, and turned out above two dozen comedies, tragedies, and other dramatic pieces. Lord Lansdowne was the author of "The She-gallants," a comedy, and "Heroic Love," a tragedy of some merit; and John Hughes wrote "The Siege of Damascus," a tragedy, which long remained on the stage.Parliament met on the 16th of November, when the king told them that he had augmented the British forces in the Low Countries with sixteen thousand Hanoverians and six thousand Hessians. In fact, it had been his design, accompanied by his son, the Duke of Cumberland, to go over and take the command of the combined army of English, Hanoverians, Austrians, and Dutch; but the arrival of the Earl of Stair, who had been the nominal commander of these troops, and the return of Lord Carteret from the Hague, with the news that the Dutch could not be moved, had caused him to give up the idea and order his baggage on shore again. He assured Parliament, however, that the spirit and magnanimity of the Queen of Hungary, and the resolute conduct of the King of Sardinia in Italy, had produced the most beneficial effect. The usual address, proposed by the Marquis of Tweeddale, met with considerable opposition, especially in the Upper House, from the Earl of Chesterfield. Lyttelton again introduced the Place Bill, but it was rejected by the very men who had formerly advocated it. There was another motion made for inquiry into the administration of Walpole, on the plea that inquiry had been shamefully stifled on the former occasion; but it met with the same fate. But on the 10th of December the Opposition mustered all its strength on the motion of Sir William Yonge, the new Secretary at War, that we should pay for the sixteen thousand Hanoverians and the six thousand Hessians, and that a grant of six hundred and fifty-seven thousand pounds should be made for their maintenance from August, 1742, to December, 1743. It was the hard task of Sandys, as the new Chancellor of the Exchequer, to defend this monstrous grant and the interests of Hanover, after so many years of attack on these topics in opposition. Pitt answered Sandys in the most caustic style of his eloquence, and Sir John Aubyn and others followed as indignantly; but the Ministers carried the motion by two hundred and sixty votes against one hundred and ninety-three. Their ablest supporter on this occasion was Murray, afterwards Lord Mansfield, who made his first parliamentary speech on the occasion, and showed the delighted Cabinet that the man whom they had just made their Solicitor-General was capable of contending with that "terrible comet of horse," Pitt.

THREE:The irritation which this note caused was increased by the fact that before it was communicated by Sir Henry Bulwer to the Spanish Minister, the Duke de Sotomayor, a copy of it had got into print in one of the Opposition journals. In replying to it the Duke reminded our representative that when Lord Palmerston sent the despatch in question the Spanish Cortes were sitting, the press was entirely free, and the Government had adopted a line of conduct admitted to be full of kindness and conciliation. He asked, therefore, what motive could induce the British Minister to make himself the interpreter of the feelings and opinions of a foreign and independent nation in regard to its domestic affairs, and the kind of men that should be admitted to its councils. The Spanish Cabinet, which had the full confidence of the Crown and the Cortes and had been acting in conformity with the constitution and the laws, could not see "without the most extreme surprise the extraordinary pretensions of Lord Palmerston, which led him to interfere in this manner with the internal affairs of Spain, and to support himself on inexact and equivocal data, and the qualification and appreciation of which could not, in any case, come within his province." They declined to give any account of their conduct at the instigation of a foreign Power, and declared that all the legal parties in Spain unanimously rejected such a humiliating pretension. And, he triumphantly asked, "What would Lord Palmerston say if the Spanish Government were to interfere in the administrative acts of the British Cabinet, and recommend a modification of the r��gime of the State; or if it were to advise it to adopt more efficacious or more liberal measures to alleviate the frightful condition of[575] Ireland? What would he say if the representative of her Catholic Majesty in London were to qualify so harshly as your Excellency has done, the exceptional measures of repression which the English Government prepares against the aggression which threatens in the midst of its own States? What would he say if the Spanish Government were to demand, in the name of humanity, more consideration and more justice on behalf of the unfortunate people of Asia? What, in fine, would he say if we were to remind him that the late events on the Continent gave a salutary lesson to all Governments, without excepting Great Britain?"

THREE:There arose a second school of mezzotint engravers, the chief of whom were Earlom, Reynolds, Daniell, Sutherland, and Westall. The strange but intellectual Blake was both painter and his own engraver, in a style of his own. Towards the end of the reign flourished, chiefly in architectural illustrations, Le Keux, John and Henry, pupils of Bazire, Roffe, Ransom, and Scott; in landscape, William and George Cooke, William and Edward Finden, Byrne, and Pye; in portrait, Charles and James Heath, John Taylor, Skelton, Burnet, Bromley, Robinson, Warren, and Lewis.After passing a Factory Act of some importance, which, however, was only the forerunner of much subsequent legislation, the House of Commons engaged in Poor Law Reform. In the winter of 1832-3 a very startling state of things was disclosed. In a period of great general prosperity, that portion of England in which the Poor Laws had their most extensive operation, and in which by much the largest expenditure of poor-rates had been made, was the scene of daily riot and nightly incendiarism. There were ninety-three parishes in four counties of which the population was 113,147 and the Poor-Law expenditure ��81,978, or fourteen shillings and fivepence per head; and there were eighty parishes in three other counties the population of which was 105,728 and the Poor-Law expenditure ��30,820, or five shillings and ninepence a head. In the counties in which the Poor-Law expenditure was large the industry and skill of the labourers were passing away, the connection between the master and servant had become precarious, the unmarried were defrauded of their fair earnings, and riots and incendiarism prevailed. In the counties where the expenditure was comparatively small, there was scarcely any instance of disorder; mutual attachment existed between the workman and his employer; the intelligence, skill, and good conduct of the labourers were unimpaired, or increased. This striking social contrast was but a specimen of what prevailed throughout large districts, and generally throughout the south and north of England, and it proved that either through the inherent vice of the system, or gross maladministration[362] in the southern counties, the Poor Law had a most demoralising effect upon the working classes, while it was rapidly eating up the capital upon which the employment of labour depended. This fact was placed beyond question by a commission of inquiry, which was composed of individuals distinguished by their interest in the subject and their intimate knowledge of its principles and details. Its labours were continued incessantly for two years. Witnesses most competent to give information were summoned from different parts of the country. The Commissioners had before them documentary evidence of every kind calculated to throw light on the subject. They personally visited localities, and examined the actual operation of the system on the spot; and when they could not go themselves, they called to their aid assistant commissioners, some of whom extended their inquiries into Scotland, Guernsey, France, and Flanders; while they also collected a vast mass of interesting evidence from our ambassadors and diplomatic agents in different countries of Europe and America. It was upon the report of this commission of inquiry that the Act was founded for the Amendment and Better Administration of the Laws relating to the Poor in England and Wales (4 and 5 William IV., cap. 76). A more solid foundation for a legislative enactment could scarcely be found, and the importance of the subject fully warranted all the expense and labour by which it was obtained. SHOP NOW

FORE:Parliament opened its first sitting on the 9th of October. The rumour of invasion, of course, gave the tone to the king's speech. TWO:The Archbishop of Canterbury moved the rejection of the Bill; and was supported by the Archbishops of York and Armagh, the Bishops of London, Durham, and Salisbury; Lords Winchilsea, Berkeley, Tenterden, and Eldon. The chief defenders of the measure were Lords Grey, Lansdowne, Plunket, Goderich, and Lyndhurst. On a division, the second reading was carried by 217 against 112. On the 10th of April the Bill was read a third time, by a majority of 104; the numbers being 213 for it, and 109 against it. The sweeping majorities in the Lords were still more astounding than those in the Commons; and they spread the utmost consternation through the ranks of the Conservatives, who felt as if the very foundations of society were giving way, and the pillars of the Constitution were falling. The Lords had hitherto thrown out the Emancipation Bills as fast as they came to them, by majorities varying from forty to fifty. Lord Eldon was their prophet, and the old Conservative peers had followed his guidance implicitly for a quarter of a century; but during that time a generation of hereditary legislators had grown up, who had as thorough a contempt for the ex-Chancellor's antiquated prejudices as he had for their youth and[298] inexperience. Lord Eldon had, however, some compensation for being thus deserted in the House of Peers by many of his followers, and having his authority as a statesman disregarded, as well as for the marked neglect of him by the Ministry, in the sympathy and confidence of the distressed king, who was shocked beyond measure at the conduct of the House of Lords. When a reluctant consent was wrung from his Majesty to have the measure brought forward by the Cabinet, he felt, after all, that he was doing nothing very rash; he had the strongest assurance that the Bill would never pass the Lords. He told Lord Eldon that, after the Ministers had fatigued him by many hours' conversation on the painful subject, he simply said, "Go on." But he also produced copies of letters which he had written, in which he assented to their proceeding with the Bill, adding, certainly, very strong expressions of the pain and misery the consent cost him. In his perplexity he evidently wished to avail himself of Eldon's casuistry to get out of the difficulty by retracting; but the latter was constrained to tell him "it was impossible to maintain that his assent had not been expressed, or to cure the evils which were consequential."
